Is the Law Library Board a Judicial Function of the Courts?

It was the way in which law was dispersed to the people.  It was the way in which ruling judges found the law they needed for purposes of their work.

Law libraries In Lewis County were behind closed doors. They were up on the 2^nd floor of the historical courthouse and they were administered exclusively for the judges and the members of the bar.  That was the judicial function that they performed.  The fact that today we have computers that provide access to the law so that no one, many young lawyers, never knew what it was like to have to go to the law library to find the law.  The purpose of the law library was to provide judges with access to the bar access to the law.  That is a judicial function" -
