King County Clerk rejects public records request?

Very bizarre... King County Clerk's office rejected my letter to ask whom the administer of my late mother's estate. They wrote a hand written response that I needed to send in $20 deposit.  I will send back with $20 then. It should not cost $20 to find out whom is the Adminstrator of an estate.
